International Marine Coatings Forum
Tuesday, March 13, 2007
1:30 to 4:30 p.m.
Many of the marine industry's most prominent leaders, representing shipbuilders, regulatory agencies, owners, and users, will examine significant issues currently faced by marine coatings personnel responsible for successful specification, implementation, and maintenance of marine coating systems.
Topics include regulatory changes, new IMO specifications, and increased commercial pressures on ships in service with regard to corrosion control (specifically ballast tanks, fouling control, and invasive specie infestation). The forum will explore paths to successful industry responses to these issues, including current and future training requirements.
Presiding: Mr. Hiroshi (Dave) Iwamoto, Chairman,
Committee for Expertise of Shipbuilding Specifics
(CESS)
Chaired by: Mr. Andrew Alderson, Managing
Director, RINA UK, Ltd. (IACS)
Panelists:
- Johnny Eliasson, Project Manager/Materials Protection,
Stolt-Nielsen Transportation Group B.V.
- Karel Van Campenhout, ABS
- Naoki Takahashi, Manager, Survey Department,
Class NK
- Mr. Dragos Rauta, Technical Director, INTERTANKO
- Kwang-Ki Baek, Ph.D., Department Head, Protective Coatings & Corrosion Research Department, Hyundai Heavy Industries
- Jesper Bidstrup, Hull & Coatings Engineer,
Chevron Shipping Company LLC
- Mr. Li Zhaogang, Director of Painting Department,
Shanghai Waigaoqiao Shipbuilding Co., Ltd.
- China Shipbuilding Association
- Lieutenant Commander David McClellan, United States Coast Guard
- Sille Grjotheim, Senior Engineer, Class Services & Newbuilding, Det Norske Veritas (DNV)
Purpose
Over the past few years the marine industry has seen increasing differences in opinion about how marine coatings systems are regulated and specified. Clearly, experts with different perspectives share a pressing need for a neutral venue for discussing issues of mutual interest and importance.
NACE's International Marine Coatings Forum was established as a place to share opposing views and make progress regarding the changing nature of implementing and regulating marine coatings systems.
Format
The NACE International Marine Coatings Forum is a three-hour panel discussion. The international panel is comprised of shipbuilders, regulatory agencies, owners, and users. Each panelist will give a brief overview of an engaging, newsworthy topic and discussion will follow. Audience participation is a key part of this event and is strongly encouraged.
Topics
- Japan's Inspection Guideline for the IMO's Requirement, Japan Ship Technology Research Association (JSTRA)
- Ballast Tank Coatings & Steel UT Gauging: ESP Vessels, Regulatory Environment, Owners Condition Assessment and Data Management, Chevron Shipping Company
Other significant topics under consideration for discussion:
- Trading pressures on ships in relation to ballast tank coating condition
- Anti fouling paint quality reduction, more fouling, and growing restriction on hull cleaning-what to do?
- IACS, Port State, CDI, Customer inspectionson ballast tank coating conditions and trading difficulties
- Poor AF performance after TBT-ban, more fouling, and ships being restricted from ports due to fouling, with increasing restriction on hull cleaning to prevent spread of none indigenous species: How can this be solved? What if copper also is banned?
- On board maintenance and repair of ballast tanksport restrictions, berth restrictions, weather restrictions, crew amount restrictions: How can a ship handle this if the extent of breakdown is greater than good? (If good is 3+% general breakdown and up to 20% on welds and edges.)
- Evaluation method of existing coatings for submerged use
- Cost and reliability study or comparison on Sleek Type Antifouling
- Microbiotic attack of the coating in ballast tanks depending on the water of their ballasting points
- Stress corrosion cracking of cargo tanks with or without coating depending on the aggressiveness of oil from each producing country.
